我国药品网络销售现存风险及监管对策

摘　　要：为了提高药品网络销售监管效率,保证药品网络交易的安全性,推动药品安全治理体系现代化建设,为药品网络销售的健康发展提供有益支持;笔者检索了近年来有关药品网络销售的资料文献,识别和梳理了我国药品网络销售现存的风险,并提出了我国药品网络销售监管对策。通过分析我国某省药品网络销售监管中存在的风险,发现该省份药品网络销售存在药品质量和安全、处方管理不规范、平台监督不力、法律法规不完善等风险。针对这些风险,提出强化药品质量控制、规范处方药销售、建立严格资质审核制度、完善药品网络销售法律法规建设、创新药品网络销售监管模式、建设完善的药品信息化追溯体系等措施,以不断完善药品网络销售的监管体系。In order to improve the supervision efficiency of online drug sales,ensure the safety of drug network transactions,promote the modernization of drug safety governance system,and provide a useful reference for the healthy development of drug online drug sales.The author searches the literature on online drug sales in recent years,identifies and sorts out the existing risks of online drug sales in China,and puts forward the supervision countermeasures of online drug sales in China.Through analyzing the risks existing in the supervision of online drug sales in a province in China,it is found that the risks of online drug sales in this province are drug quality and safety,non-standard prescription management,ineffective platform supervision,and imperfect laws and regulations.As for the existing risks,some measures are proposed to strengthen drug quality control,standardize prescription drug sales,establish a strict qualification examination system,improve the construction of laws and regulations on online drug sales,innovate the supervision mode of online drug sales,and build a perfect drug information traceability system,so as to continuously improve the supervision of online drug sales.
