高质量发展背景下医院运营管理工作的探索与思考

摘　　要：随着我国社会经济的飞速增长和医疗卫生事业的不断进步,公立医院不仅在基础设施建设上取得了长足进展,而且在服务质量、医疗水平等方面也有了质的飞跃。然而,尽管这些成就令人瞩目,但在新时代的背景下,许多公立医院的运营管理依然沿用着传统模式,缺乏明确的运营目标。这种现状导致了内部管理结构不够清晰,各部门职责不明确,资源投入与产出之间的关系未能实现有效协调,从而严重影响了医院的整体运营效率。鉴于此,文章首先强调了医院运营管理工作的重要性,接着详细分析了当前公立医院运营管理工作中存在的问题,包括组织架构、工作机制与流程、人才培养和使用以及信息集成平台建设等4个方面。之后,为公立医院运营管理提出了具体实践方向,包括加强公立医院领导班子建设,完善长期规划制度,健全人才培养和学习机制,以及以智慧医院建设为契机,提高医院智慧化管理水平。这些具有创新性的观点和方法为公立医院的运营管理提供了详细且全面的指导,对于推动公立医院高质量发展具有重要的参考价值。With the rapid growth of our country's social economy and the continuous progress of medical and health services,public hospitals have not only made significant progress in infrastructure construction but also experienced a qualitative leap in service quality and medical standards.However,despite these remarkable achievements,under the backdrop of the new era,the operational management of many public hospitals still employs traditional models,lacking clear operational goals.This status quo has led to unclear internal management structures,ambiguous responsibilities among departments,and ineffective coordination between resource input and output,thus severely affecting the overall operational efficiency of hospitals.In view of this,this article first emphasizes the importance of hospital operational management work,then analyzes in detail the existing problems in the current operational management of public hospitals,including organizational structure, work mechanisms and processes, talent cultivation and utilization, and the construction of information integration platforms. Subsequently, specific practical directions are proposed for the operational management of public hospitals, including strengthening leadership of public hospitals, improving long-term systems, perfecting talent cultivation and learning mechanisms, and taking the construction of smart hospitals as an opportunity to enhance the level of smart management in hospitals. These innovative perspectives and methods provide detailed and comprehensive guidance for the operational management of public hospitals and have significant reference value for promoting the high-quality development of public hospitals.
