摘 要:清洁取暖改造是实现我国农村散煤长效整治、大气环境质量改善及能源消费结构转型的重要举措。从农户与专家视角分别构建相应指标体系,分别运用因子分析和层次分析法对昌吉市清洁取暖改造实施进行效益评价。双主体联合分析结果表明:改造实施效益主要体现在居民生活品质提高和人居环境改善,但在家庭取暖经济、个体环保意识及政府财务盈利水平等方面仍需进一步强化提升。鉴于此,提出优化用户侧建筑节能保温改造与设备节能模式、加强政策宣传与目标群体引导、畅通群众意见反馈通道、发挥资金集聚合力与拓展绿色融资渠道等建议。The renovation of clean heating is an important measure to achieve long-term rectification of scattered coal in rural areas,improvement of atmospheric environment quality,and transformation of energy consumption structure in China.Based on the perspectives of farmers and experts,the index system was constructed;and the methods of factor analysis and analytic hierarchy process were used to evaluate benefits of clean heating renovation implementation in Changji City.The results showed that these benefits were mainly reflected in the improvement of residents'living quality and living environment,but further strengthening and improvement should been needed in aspects such as household heating economy,individual environmental awareness and government financial profitability.In view of this,some suggestions were proposed to optimize the mode of energy-saving and insulation renovation and equipment for user side buildings,strengthen policy promotion and target group guidance,smooth the feedback channel for public opinions,and leverage the power of fund aggregation and expand green financing channels.
