中国“豆选”的民主价值与实践限度——基于全过程人民民主的价值阐释

摘　　要：“豆选”作为一种投票形式,记录了中国共产党在革命战争年代带领中国人民追求民主政治的历史功绩,贡献了秘密投票、自由表达、多数裁定等民主价值,也揭示了民主不简单等于多数人的决定的民主意涵。以马克思主义民主观来审视中国民主政治的实践和发展,全过程人民民主是中国共产党领导中国人民突破“豆选”的实践限度,在现阶段探索出的符合中国国情和中国发展实际的高质量民主。全过程人民民主是广泛的,全体人民可以在各种制度保障下通过多样化渠道实现有序政治参与;全过程人民民主是真实的,能够保障真实的民意表达和有效的民主参与;全过程人民民主是管用的,有利于促进国家治理高效和社会和谐稳定。“Bean election”,as a form of voting,documents the historical achievements of the Communist Party of China in leading Chinese people to pursue democratic politics during the Revolutionary War.It contributed to such democratic values as secret voting,free expression and majority rule,and it revealed the deeper democratic implication that democracy was not simply equivalent to the decisions of the majority.From the perspective of Marxist democracy,the practice and development of China’s democratic politics are embodied in the concept of whole-process people’s democracy.This represents the Communist Party of China’s effort to transcend the practical limitations of the“bean election”and to develop a high-quality democracy that aligns with China’s national conditions and current stage of development.Whole-process people’s democracy is extensive as it enabled the entire population to participate in politics in an orderly manner through diverse channels,supported by robust institutional safeguards.It is genuine as it ensured the authentic expression of public opinion and effective democratic engagement.Furthermore,it is practical,as it contributed to efficient national governance and the promotion of social harmony and stability.
