摘　　要：社会治理共同体关乎国家善治能力。与互动式治理、运动式治理相比,党建引领基层社会治理日益展现全过程互动治理的特征,它注重“主体-责任”的结合,突出治理主体的积极治理和主动担责。全过程互动治理旨在充分激活党建引领的制度优势,重视与多元治理主体的有机衔接和良性互动,注重深化条抓块统。基层社会治理共同体构建涉及闭环式治理、下沉式治理、参与式治理和赋能型治理,它们分别形塑党组织的领导力、凝聚力、组织力和回应力,基于党领共治以深化有形覆盖并促进有效覆盖,从而驱动高效能治理。通过政府、社会和民众的共同缔造,基层治理迈向“简治-良治-善治”的轨道,彰显了党领共治的互动组织、行动动员、力量凝聚的作用,进而推动基层社会既安定有序又充满活力。Social governance community is related to the good governance ability of a country.Compared with interactive governance and campaign governance,the Party building leading grassroots social governance increasingly shows the characteristics of the whole process of interactive governance.It focuses on the combination of“subject-responsibility”,highlighting the active governance and active responsibility of the governing body.The whole process of interactive governance aims to fully activate the institutional advantages of Party building leadership,attach importance to the organic cohesion and benign interaction with multiple governance subjects,and pay attention to deepening the regulation.The construction of grassroots social governance community involves closed loop governance,sinking governance,participatory governance and enabling governance,which respectively shape the leadership,cohesion,organizational power and responsiveness of Party organizations,and deepen tangible coverage and promote effective coverage based on party leadership and co-governance,thus driving efficient governance.Through the joint creation of the government,society and the people,grassroots governance has moved to the track of“simple governance-improved governance-good governance”,demonstrating the role of the interactive organization,action mobilization and strength cohesion of the Party’s leadership and governance,and thus promoting the stability,order and vitality of the grassroots society.
