数字乡村背景下农村基层党组织建设的目标导向、现实困境与路径优化

摘　　要：数字乡村战略的深入实施,要求农村基层党组织充分用好数字化优势不断加强自身建设。就目标导向而言,农村基层党组织建设要以数字治理为牵引,提升农村基层党组织领导基层治理能力;以数字经济为动力,提升农村基层党组织经济引领能力;以智慧服务为方向,提升农村基层党组织服务能力。就现实困境而言,农村基层党组织存在数字基础薄弱、主体力量缺乏、制度支撑不够等现实问题。就路径优化而言,数字乡村背景下农村基层党组织建设需要从理念创新、基础支撑、主体培育、制度保障四个方面协同发力,不断提升农村基层党组织的思想引领力、组织保障力、政治领导力和制度约束力。The in-depth implementation of the digital rural strategy requires rural grassroots Party organizations to fully utilize the advantages of digitalization to continuously strengthen their own construction.In terms of goal orientation,the construction of rural grassroots Party organizations should be driven by digital governance to enhance the leadership capability of rural grassroots Party organizations in grassroots governance;powered by the digital economy to enhance the economic leadership ability of rural grassroots Party organizations;and directed towards intelligent services to improve the service capabilities of rural grassroots Party organizations.Regarding current challenges,rural grassroots Party organizations face practical issues such as weak digital foundations,lack of main forces,and insufficient institutional support.In terms of optimizing pathways,under the backdrop of the digital countryside,the construction of rural grassroots Party organizations needs to coordinate efforts in four aspects:concept innovation,foundational support,cultivation of key players,and institutional safeguards,continuously enhancing the ideological guidance,organizational support,political leadership,and institutional constraints of rural grassroots Party organizations.
