县域洪水灾害风险评估与区划——以长沙市雨花区为例

摘  要:为探明洪水灾害风险规律,提升基层防灾减灾工作,以水灾害风险评估理论和方法为依据,对长沙市雨花区浏阳河段水文资料、地理信息数据和普查数据等统计整理,借助GIS技术客观评价县级洪水风险防治情况。结果表明:黎托街道(桩号K7+500、K18+500)洪水风险R值分别为1.048和3.338,属于极高风险,跳马镇(桩号K23+500)洪水风险R值为跳马镇为0.849,属于高风险;同时跳马镇、同升街道、井湾子街道、洞井街道山地防洪等级属于二级重点防治区。评估结果与历史灾害情况吻合,满足水旱灾害风险评估及区划工作要求。通过对雨花区洪水灾害进行分析探讨,为区县洪水灾害评估及防治提供借鉴。In order to explore the law of flood disaster risk and improve disaster prevention and mitigation at the grass-roots level,based on the theory and method of water disaster risk assessment,the hydrological data,geographic information data and census data of Liuyang reach in Yuhua District were statistically sorted out,and the flood risk prevention and control at the county level were objectively evaluated with the help of GIS technology.The results show that:the R value of flood risk in Lituo Street(chainage K7+500,K18+500)is 1.048 and 3.338 respectively,which belongs to extremely high risk;the R value of flood risk in Tiaoma town(chainage K23+500)is 0.849,which belongs to high risk;at the same time,Tiaoma Town,Tongsheng Street,Jingwanzi Street and Dongjing Street are classified as gradeⅡkey prevention and control areas.The assessment results are consistent with historical disasters and meet the requirements of flood and drought disaster risk assessment and zoning.Through the analysis and discussion of flood disaster in Yuhua District,it provides a reference for the evaluation and prevention of flood disaster in districts and counties.
