摘　　要：湿地是由水陆相互作用而形成的具有特殊结构的自然综合体,与森林和海洋并称为地球三大生态系统,对全球自然生态和经济社会的可持续发展都有重要的作用。湿地特许经营制度是实现湿地资源保护与开发利用的重要手段,本研究试图通过对湿地资源特许经营制度的探索,找出当前存在的湿地保护问题,分析可以在湿地领域应用不同的特许经营模式,结合场景特点,构建基本原则、价值评估、运作模式、监管保障等,特别是结合价值评估,探索不同模式的运作方式及特点,既有利于加速推进湿地经营保护工作步入制度化、规范化、科学化轨道,同时也实现了以“湿地特许经营的实现方式”为路径构建湿地保护的新思路。Wetlands are natural complexes with unique structures formed by the interaction of land and water.Along with forests and oceans,they are recognized as the three major ecosystems of the Earth.Wetlands play a crucial role in the sustainable development of both global natural ecology and the socio-economic system.The wetland concession system is an important means of protecting and developing wetland resources.This study aims to explore the wetland resource concession system and identify current problems in wetland protection.Analysis can be applied to different franchise models in the wetland sector,integrating the characteristics of specific scenarios to establish basic principles,value assessment,operational models,and regulatory safeguards.Particularly,by combining value assessment,the exploration of various operational methods and their features can accelerate the institutionalization,standardization,and scientific advancement of wetland management and conservation efforts.This approach also facilitates the construction of new strategies for wetland protection through the pathway of"implementing wetland franchise models".
