Research and Practice Advances and Prospects of the Forest Ticket System

摘　　要：林票作为林权资产折资量化的创新举措,对促进森林资源资产的有效开发与利用、引导社会资本积极投入林业发展具有深远的意义。基于全国范围内实践探索,明晰林票概念的内涵。在学者们对林票进行探索并取得的研究成果基础上,综述了推行林票过程中存在的问题,提出以下建议:加大林业政策扶持、推进林票标准化制发、规范森林资源资产评估市场、建立林票风险隔离制度、构建林业科研创新平台及强化政府及林业部门监督指导,旨在有效提升林票溢价率,促进林票市场的健康有序发展。未来研究方向:应聚焦于林票形成条件与推行环境的深入研究,加强林票的实证分析,研究林票制度的可持续问题。Forest tickets,as an innovative measure of converting forest rights assets into quantified capital,have profound significance for promoting the effective development and utilization of forest resources assets and guiding the active investment of social capital in forestry development.Based on practical explorations nationwide,the connotation of the concept of forest tickets is clarified.Based on the research findings obtained by scholars in their investigation of forest tickets,this paper reviews the problems encountered in the implementation of forest tickets.Suggestions are put forward:increasing forestry policy support,promoting the standardized issuance of forest tickets,standardizing the market for forest resource asset evaluation,establishing a risk isolation system for forest tickets,constructing a forestry research and innovation platform,and intensifying the supervision and guidance of the government and forestry departments,with the aim of effectively enhancing the premium rate of forest tickets and promoting the healthy and orderly development of the forest ticket market.Future research directions:attention should be concentrated on in-depth research into the formation conditions and implementation environment of forestry tickets,strengthening empirical analysis of forestry tickets,and exploring the sustainability issues of the forestry ticket system.
