摘 要:探讨了天津市雨洪资源利用系统的建设及其在保证汛期防洪安全前提下充分利用雨洪资源的重要举措。系统通过对上游来水预报与补水需求预测,统筹全市河道、湿地、水库及坑塘洼淀的补水需求,优化雨洪资源配置,实现常规补水调度、水环境调度及蓄水调度,以保证全市水系及36个关键控制断面水生态质量。系统主要功能模块包括会商主屏、监视分屏、蓄水监视、常规补水调度、水环境调度、蓄水调度、调度管理和统计分析。建设成果表明,系统在实际应用中通过集成“四预”(预报、预警、预演、预案)概念,可实现雨洪资源科学调度与协同优化,在不同场景下具有良好的适应性与可操作性,为天津市雨洪资源高效利用与水生态保护提供了重要支撑。This paper discusses the construction of Tianjin's rainwater and flood resource utilization system and its important measures to fully utilize rainwater and flood resources while ensuring flood safety during flood seasons.The system coordinates the water replenishment needs of the city's rivers,wetlands,reservoirs,and ponds through upstream water forecasting and water replenishment demand forecasting,optimizes the allocation of rainwater and flood resources,and realizes routine water replenishment scheduling,water environment scheduling,and water storage scheduling to ensure the water ecological quality of the city's water systems and 36 key control sections.The main functional modules of the system include the main consultation screen,monitoring sub-screen,water storage monitoring,routine water replenishment scheduling,water environment scheduling,water storage scheduling,scheduling management,and statistical analysis.The construction results show that the system can realize the scientific scheduling and coordinated optimization of rainwater and flood resources by integrating the FEDE(forecasting,earli warning,drill,and emergency plan)concept in actual applications.It has good adaptability and operability in different scenarios,and provides important support for the efficient utilization of rainwater and flood resources and water ecological protection in Tianjin.
