企业生命周期视角下的永春县标准化园区建设策略研究

摘  要:我国工业企业存活时间往往远小于土地出让时间,企业生命周期与园区土地50年出让年限错配,加剧了土地闲置、效益低下这一现象。标准化园区作为新型产业园区,以企业需求为核心,按照一定标准精细化地将各类建设贯穿于园区的前期建设、中期发展和后期维护,从需求侧厘清企业的真正需求,从供给侧为企业提供定制化服务。企业生命周期视角下的标准化园区建设则对分行业的企业生命周期长度进行测算和需求特征分析,最后基于企业需求特征,提出差异化的建设策略,包括差别化的土地供应制度、企业退出机制的完善和全过程的资金激励。The survival time of industrial enterprises in China is often much shorter than the land transfer period.The mismatch between the enterprise life cycle and the 50 year transfer period of park land exacerbates the phenomenon of idle land and low efficiency.As a new type of industrial park,standardized parks focus on enterprise demand and finely integrate various constructions into the early construction,mid-term development,and later maintenance of the park according to certain standards.They clarify the true needs of enterprises from the demand side and provide customized services for enterprises from the supply side.From the perspective of enterprise lifecycle,the construction of standardized parks measures the length of enterprise lifecycle by industry and analyzes the demand characteristics.Finally,based on the demand characteristics of enterprises,differentiated construction strategies are proposed,including differentiated land supply systems,improvement of enterprise exit mechanisms,and full process financial incentives.
