摘　　要：为支撑集体经营性建设用地入市等自然资源制度改革,自然资源部于2022年组织开展集体土地所有权确权登记成果更新汇交,并要求深化登记成果应用。湖南省按照自然资源部要求开展了集体土地所有权确权登记成果更新和应用工作,但还存在所有权主体不够清晰、成果调查精度不高、成果更新机制不健全、成果应用不充分等问题。在深入研究各种问题形成原因的基础上,提出了落实农村集体经济组织权利行使主体地位,加快推进地籍“一张图”建设,健全成果更新机制,深入开展成果应用等建议。To support the reform of natural resource systems such as the introduction of collectively-owned commercial construction land into the market,the Ministry of Natural Resources organized the update and submission of the results of the registration of collective land ownership confirmation in 2022,and required the deepening of the application of registration results.Hunan Province has carried out the update and application of the results of collective land ownership confirmation registration in accordance with the requirements of the Ministry of Natural Resources.However,there are still issues such as unclear ownership subjects,low accuracy of survey results,inadequate results update mechanisms,and insufficient application of results.Based on an in-depth study of the causes of various problems,this paper proposes suggestions such as implementing the principal status of rural collective economic organizations in exercising their rights,accelerating the construction of a"single map"for cadastral management,improving the results update mechanism,and deeply exploring the application of results.
