财政支农与农业低碳发展--基于人力资本的视角

摘　　要：采用2011—2021年中国省级面板数据,使用熵权-TOPSIS(逼近理想解排序)法测算农业低碳发展水平,将财政支农表示为财政支农力度,来说明财政支农对农业低碳发展的影响,探讨农村人力资本在这两者关系中的中介效应。研究发现,财政支农对农业低碳发展有正向促进作用,且农村人力资本在其中发挥中介效应。异质性结果表明,北方地区财政支农的影响大于南方地区。China’s provincial panel data from 2011 to 2021 were used,the entropy weight TOPSIS(technique for order preference by similarity to ideal solution)method was used to measure the level of agricultural low-carbon development,and financial support for agriculture as financial support for agriculture was expressed to illustrate the impact of financial support for agriculture on agricultural low-carbon development.The intermediary effect of rural human capital in the relationship between the two was discussed.It is found that fiscal support for agriculture has a positive promoting effect on low-carbon agricultural development,and rural human capital plays a mediating role in it.Heterogeneity results indicate that the impact of fiscal support for agriculture in northern regions is greater than that in southern regions.
