摘　　要：生态文明建设背景下,将“双碳”目标纳入国土空间用途管制是构建有利于碳达峰、碳中和的国土空间开发保护格局的关键路径。围绕国土空间用途“碳”管制“管什么”“管多少”“如何管”等关键问题,研究提出将现有侧重统计思维的碳核算逻辑,转换为体现模拟思维的“碳空间”计算逻辑。按照先空间模拟、再对应管控的思路,通过“识别要素—解构因素—构建算术”三步,构建地块级“双碳”计算仿真模块框架。在此基础上,面向全域、全要素、全生命周期的国土空间用途“碳”管制,提出构建“规划—实施—监督”全流程碳管控闭环,搭建“增量型—存量型—生态农业型”分类型的碳精细管控框架,建立“功能—强度—形态—关系”全要素、多层次的碳管控方式。In the background of ecological civilization,incorporating the dual carbon strategy into territorial spatial use regulation is a key measure to establish a spatial development and protection pattern conducive to achieve peak carbon emission and carbon neutrality.Focusing on key questions such as“what to control”,“how much to control”and“how to control”regarding carbon regulation,the study proposes transforming the existing carbon accounting logic,which leans towards statistical thinking,into a“carbon spatial”calculation logic that embodies simulation thinking.Following a strategy of first spatial simulation and then corresponding control,a three-step approach of“identifying elements–deconstructing factors–constructing arithmetic”is proposed to build a parcellevel dual carbon computational simulation module framework.On this basis,towards the territorial spatial use carbon regulation for all the natural resources in the whole range of planning period,a framework concerning the carbon regulation in territorial spatial use has been proposed including setting up the control loop in the whole process of planning establishment,implementation and supervision,establishing targeted control strategies for new development,redevelopment,ecological and agricultural districts,and building up multilevel control modes focusing on functions,intensity,morphology and relationship.
