摘　　要：研究生态、农业空间的详细规划导控机制,是完善国土空间规划治理体系和推进规划治理能力现代化的重要内容。生态、农业空间因生态敏感、规划治理薄弱、空间治理复杂程度高、规划与自组织活动交织等特点,面临着自然资源保护与经济发展失衡,发展不均衡、不充分,缺乏规划治理制度抓手等困局。研究认为,生态、农业空间详细规划导控的核心是强化规划技术方法的行政化;关键在于规划治理体制的制度化;前提是规划理念的乡村化。Researching the detailed planning guidance and control mechanism of ecological and agricultural space is an important aspect of improving the planning governance system and promoting the modernization of planning governance capacity.Ecological and agricultural space,due to their ecological sensitivity,weak planning and governance,high complexity of spatial governance,interweaving of planning and selforganizing activities,etc.Therefore,it faces the dilemma between natural resources protection and economic development,unbalanced and insufficient development,and lack of planning and governance system.The research suggests that the core of detailed planning and control of ecological and agricultural space is to strengthen the administration of planning technical methodology;the key is the institutionalization of planning governance system;and efficient governance is premised on the realization of planning concept.
