国土空间规划体系下城市更新的规划衔接探讨——以安徽省怀宁县更新专项规划为例

摘　　要：当前国家部委相继发布多项城市更新相关政策及规范文件,但在规划层面仍存在传导路径和传导内容的差异,落实到各城市中则出现政策的适用界限不明朗、项目审批不通畅、规划编制工作重复等问题,导致更新实施面临困境。文章以安徽省怀宁县城市更新专项规划的编制为例,探讨在当前实施困境中,怀宁县在规划层面以框定更新范围指导更新实施、以体检问题梳理更新资源及规模、以划定重点更新区域和更新实施单元进行实施传导、以重点区域用地优化引导单元详细规划编制的衔接路径,进一步从国土空间规划体系视角,从规划技术、规划编制、规划审批、规划制度四个层面提出保障更新有序实施的建议,以期为城市更新工作开展提供参考与借鉴。At present,national ministries and commissions have successively issued relevant policies and normative documents on urban renewal,but there are differences in the transmission path and content at the planning level.This has led to uncertainties in the application boundaries of policies,inefficient project approval,and repetitive planning work,creating challenges for the implementation of urban renewal initiatives.Taking the preparation of the special urban renewal plan of Huining County as an example,this paper discusses how,amidst current implementation challenges,Huaining County navigates urban renewal at the planning level.It discusses strategies such as delineating the scope of renewal to guide implementation,conducting problem diagnosis to identify renewal resources and scales,defining key renewal areas and units for implementation transmission,and coordinating detailed planning preparation through land optimization in key areas.Furthermore,from the perspective of the territorial planning system,suggestions are put forward to ensure the orderly implementation of the renewal from four aspects:planning technology,planning preparation,planning approval and planning system,in order to provide reference for the development of urban renewal.
