摘　　要：政社互动关系是影响社工项目评估独立性、客观性、公正性和专业性的重要因素,直接关乎社工项目评估的成败。信息技术与数字平台的蓬勃发展,从技术赋权视域带来了优化政社互动关系的可能性。在技术赋权理论指导下,以“信息共享为基础、评估平台为载体、道德物化为手段、双向赋权为目标”的ITAE技术赋权路径得以在M市X区社工项目评估中实践。ITAE技术赋权路径通过重构一线社工管理权、服务内容锚定权、评估结果决定权等政社互动关系中的权力分配格局,在社工项目评估场域达成了合作互动式的相对均衡状态,这就为调适政府购买社会服务项目中的良性政社互动关系找到了一条可操作化的技术路径。The interaction between government and society is a crucial factor affecting the independence,objectivity,fairness,and professionalism of social work project evaluations,directly determining their success or failure.The rapid development of information technology and digital platforms has introduced new possibilities for optimizing government-society interactions through the lens of technological empowerment.Guided by the theory of technological empowerment,the ITAE pathway-characterized by"information sharing as the foundation,evaluation platforms as the vehicle,moral materialization as the approach,and dual empowerment as the goal"-has been implemented in the evaluation of social work projects in District X of City M.This pathway restructures the power dynamics within government-society interactions by redefining frontline social worker management rights,service content anchoring rights,and evaluation result decision-making rights.As a result,it achieves a relatively balanced,cooperative interaction model within the social work project evaluation framework.This offers a feasible and operational technological approach for improving constructive government-society relations in the procurement of social services.
