摘 要:东南亚联盟是二战后首个完全由本地区国家主导的区域合作组织。出于对印度尼西亚倡导的亚非阵营合作理念的不满,马来亚联合邦提出了创建东南亚地区合作组织的倡议。马来亚的倡议表面上强调经济和文化合作,实则暗含结成反共同盟和削弱印尼地区领导权的目的,因此遭到印尼的强烈反对。东南亚联盟从构想到成立的过程,以及由此带来的马来亚与印尼关于地区合作理念和领导权的竞争,避免了地区合作出现“一家独大”的局面,更契合大多数东南亚国家的期望。马来亚和印尼的竞争深化了东南亚国家对于地区合作的认识,推动了一些初步的合作尝试,为东南亚国家联盟的创立奠定了更为坚实的基础。The Association of Southeast Asia(ASA)was the first regional cooperation organization established after World War II which was fully led by countries within the region.Discontented with Indonesia's vision of cooperation with Asian-African blocs,the Federation of Malayaproposed the creation of a Southeast Asian regional cooperation organization.Although the Malayan initiative,which ostensibly focused on economic and cultural cooperation,was framed as neutral,it was strongly opposed by Indonesia,as it implied the formation of an anti-communist alliance and threatened to undermine Indonesia's regional leadership.The process from the conception to the establishment of ASA,along with the ensuing competition between Malaya and Indonesia over regional cooperation and leadership,prevented the emergence of any one dominant power in the region and more effectively aligned with the expectations of the majority of Southeast Asian countries.The rivalry between Malaya and Indonesia deepened the understanding of regional cooperation among Southeast Asian nations,spurred initial cooperative efforts,and laid a more robust foundation for the eventual formation of ASA.
