摘　　要：[研究目的]情报搜集管理是将情报需求转化为情报行动的重要环节,对情报效能发挥和情报支援行动具有重要支撑作用。通过“侦察威慑”案例,深入分析情报搜集管理的实施过程和局限,有助于深化理解情报搜集管理的内涵,为学习美军前沿情报理论、应对强敌对手提供参考。[研究方法]采用文献分析和案例研究相结合方法,结合美智库战略与预算评估中心筹划美军在我周边实施“侦察威慑”的案例,探讨情报搜集管理的实施过程和主要局限。[研究结果/结论]研究界定了情报搜集管理概念及其实施阶段和步骤,厘清了情报搜集管理与“侦察威慑”在威慑的决心、实力与传达三方面的契合关系,阐述了情报搜集管理在提出需求、确定策略、制定计划、调配资产、协调力量、效果反馈六个步骤的实施过程,总结了其在需求分解、平台协调以及策略计划调整等方面存在的局限,对深入研究美军前沿情报理论和实践,为我提供应对之策具有重要价值。[Research purpose]Intelligence collection management is an important part of transforming intelligence requirements into intelligence operations,which can play an important role in improving intelligence effectiveness and intelligence support operations.By examining the case of"deterrence by detection"and analyzing the implementation and limitations of the intelligence collection management,we can better understand the connotation of the collection management,and provide references for learning the U.S.military's cutting-edge intelligence theory and coping with the powerful opponents.[Research method]Using a combination of literature analysis and case study methods,we discuss the implementation and major limitations of intelligence collection management based on the case of the planning for the U.S.Forces'"deterrence by detection"in Chinese periphery by a U.S.think tank,the Center for Strategic and Budgetary Assessments(CSBA).[Research result/conclusion]The study defines the concept of intelligence collection management and its implementation stages and steps,clarifies the relationship between collection management and"deterrence by detection"in terms of the resolve,power and communication of the deterrence,describes the implementation process of collection management in six steps:putting forward requirements,determining strategy,making plan,deploying assets,coordinating forces and giving feedback,summarizes limitations of collection management in terms of the decomposition of requirements,the coordination of reconnaissance platforms,and the adjustment of collection strategies and plans.And the paper holds significant value for conducting an in-depth examination of the theory and practice of U.S.military intelligence,as well as devising effective countermeasures for China.
