摘　　要：[研究目的]美国政府情报机构信息技术(IT)创新变革面向国家安全战略需求,在大国竞争中发挥越来越重要的作用。因此,从多角度梳理美国政府情报机构信息技术创新变革特征,为采取应对措施以及情报领域信息技术发展提供借鉴与启示。[研究方法]采用文献研读和内容分析的方法,从国家安全战略环境、科技投资支持、关键和新兴技术(CET)重点领域等角度剖析美国政府情报机构信息技术(IT)创新变革动因与背景,进而剖析变革特征、未来计划与动向。[研究结果/结论]面向国家安全的美国政府情报机构信息技术创新变革呈现基础导向,以安全为核心、以管控风险为保障、以信息整合为关键,未来重点关注数据中心架构、技术协作模式、合作伙伴关系、人工智能水平等。[Research purpose]The U.S.intelligence community's information technology(IT)innovations and changes are oriented toward national security strategic needs and are playing an increasingly important role in great power competition.This paper reviews the characteristics of technological innovation and change in the U.S.intelligence community from multiple perspectives,providing references and inspiration for taking countermeasures and developing information technology in the intelligence field.[Research method]Using the methods of literature study and content analysis,this paper analyzes the motivations and background of information technology(IT)innovation and change in the U.S.intelligence community from the perspectives of the national security strategic environment,science and technology investment support,and key areas of critical and emerging technologies(CET),and then analyzes the characteristics of the change,future plans and trends.[Research result/conclusion]The innovative changes in information technology within the U.S.intelligence community for national security present a basic orientation,with security as the core,risk management as the guarantee,and information integration as the key.In the future,the focus will be on data center architecture,technical collaboration models,partnerships,artificial intelligence levels,and other areas.
