制度型开放如何提升企业产能利用率--兼论地方官员特征和市场信息可得性的调节效应

摘　　要：提升产能利用率是实现经济高质量发展和保障产业链供应链安全稳定的重要环节。以制度型开放为重点,深化体制机制和市场化改革,为解决产能过剩问题提供了外生动力。本文利用2015-2022年我国上市企业数据,系统分析了制度型开放对企业产能利用率的影响及作用机制。研究表明:(1)制度型开放显著提升了企业产能利用率,且这一结论具有稳健性。(2)制度型开放通过提高企业生产效率和促进供应链配置多元化的生产侧渠道,以及发挥市场规模效应和强化对消费者需求关注的消费侧渠道,推动企业产能利用率提升。(3)制度型开放对非国有企业、非劳动密集型企业和融资约束较低的企业产能利用率的促进效果更为显著。(4)在地方官员具有更高学历、本地政治经验或企业经历的地区,以及市场信息可得性较强的地区,制度型开放对企业产能利用率的促进作用会得到增强。本文揭示了制度型开放提升企业产能利用率的内在机制,为促进更高水平对外开放以有效化解产能过剩提供了理论支撑和实践启示。Enhancing capacity utilization is an important part of achieving high-quality economic development and ensuring security and stability of the industrial chain supply chain.Deepening the institutional mechanism and market-oriented reforms with a focus on institutional opening-up provides an exogenous impetus to solve the overcapacity problem.By analyzing data from listed enterprises in China from 2015 to 2022,this paper systematically explores the effects and mechanisms of institutional opening-up on firm capacity utilization.It is found that:(1)Institutional opening-up has a significant positive impact on enhancing firm capacity utilization,and this conclusion is robust.(2)Institutional opening-up promotes the increase of firm capacity utilization through the production-side channel that improves the production efficiency of enterprises and promotes the diversification of supply chain configurations,as well as the consumption-side channel that exerts the market scale effect and strengthens the focus on consumer demand.(3)Institutional opening-up exerts a more pronounced positive impact on the capacity utilization of non-state-owned,non-labor-intensive firms and those facing lower financing constraints.(4)The enhancement effect of institutional opening-up on firms'capacity utilization rate is strengthened by local officials with higher education,local political experience,and business experience,as well as in regions where market information is readily available.This paper reveals the intrinsic mechanism of institutional opening-up to enhance the capacity utilization of firms,and provides theoretical support and practical insights for promoting a higher level of opening up to the outside world in orderto effectivelyresolveovercapacity.
