基础研究对我国高技术制造业技术创新的影响分析--短期与长期双重视角的考察

摘　　要：在当前国际科技竞争和产业竞争格局下,基础研究是我国高技术制造业技术创新持续取得突破的重要推动。本文基于短期与长期视角,对基础研究影响高技术制造业技术创新的效应及机制进行理论分析,在此基础上,利用2000-2020年中国省级面板数据进行实证检验。研究表明,尽管基础研究在短期内对高技术制造业技术创新无显著的积极影响,但在长期内具有促进效应。机制检验发现,基础研究能够通过提高技术创新效率和技术引进吸收再创新能力来促进高技术制造业技术创新。异质性分析发现,基础研究的积极效应仅对低质量技术创新显著,且只对市场一体化水平较高地区的高技术制造业技术创新具有积极影响。拓展性分析发现,企业、高校和研发机构基础研究对高技术制造业技术创新存在协同效应;基础研究对高技术制造业技术创新存在正向空间溢出效应。本研究为评估基础研究的长短期影响效应和促进我国高技术制造业技术创新提供了理论基础与经验证据。Under the current international landscape of technological and industrial competition,fundamental research is an important driving force for the continuous breakthroughs in technological innovation in high-tech manufacturing industry of China.This paper theoretically analyzes the impact and mechanism of fundamental research on technological innovation of high-tech manufacturing industry from a short-term and long-term perspective.On this basis,empirical test is conducted by using the provincial panel data in China from 2000 to 2020.It is found that,in the short term,fundamental research cannot promote technological innovation in high-tech manufacturing industry,while it has a significant promoting effect on technological innovation in high-tech manufacturing industry in the long term.Mechanism test finds that fundamental research can promote technological innovation in high-tech manufacturing industry by improving technological innovation efficiency and enhancing the ability of technology introduction,absorption and re-innovation.Heterogeneity analysis finds that fundanmental research only has a significant promoting effect on the low-quality technological innovation in high-tech manufacturing industry,the promotion effect of fundamental research on technological innovation is more obvious in regions with higher levels of market integration.Expansive analysis shows that the fundamental research of enterprises,universities and R&D institutions has a synergistic effect on technological innovation of high-tech manufacturing industry,and fundamental research has a positive spatial spillover effect in technological innovation of high-tech manufacturing industry.This study provides a theoretical basis and empirical evidence for evaluating the long-term and short-term impact effects of fundamental research and promoting technological innovation in China's high-tech manufacturing industry.
