摘  要:三级安全管理体系是将一事一议、碎片化的安全管理方法转变为科学、严谨、综合的安全管理模式。三级安全管理体系以规范文件为核心,以程序文件为基础,以作业文件为抓手,层层压实领导、专业、全员责任,强化落实安全保证和监督体系职责,推动PDCA循环机制高效运转,为建设平安电网工程、创建先进的建设管理公司和咨询公司提供坚强助力。The three-level safety management system is to transform the fragmented safety management method which addresses each issue individually into a scientific,rigorous and comprehensive safety management mode.It takes the standardized files as the core,the programmed files as the basis,and the operation files as the starting point to implement the leadership,professional,full-staff responsibility at each level,strengthen the implementation of safety guarantee and supervision system responsibility,promote the efficient operation of the PDCA cycle mechanism,and offers strong support for building safe power grid projects and creating advanced construction management companies and consulting companies.
