摘　　要：营商环境对市场主体兴衰、生产要素聚散、发展动力强弱、科学技术创新有重要影响。行政管理制度创新本质上是将政府在现代化建设中创造的实践成果转化为制度形态,将制度化行政管理创新纳入社会主义民主政治和社会主义市场经济建设体系,保证国家政治和行政系统稳定,与营商环境间存在内在关联性与辩证互动关系。行政管理制度创新需要适应营商环境建设的要求,以系统集成为理念、公共管理为面向、深化“放管服”改革为重点、“高效办成一件事”为方向,不断挖掘制度潜力和政策资源,通过技术赋能增强制度韧性、提升治理效能、促进流程再造,构建“政府-市场-社会”协同治理的新生态。Business environment significantly impacts the survival and growth of market entities,the aggregation and dispersion of production factors,the strength of developmental momentum,and advancements in scientific and technological innovation.At its core,administrative system innovation involves transforming practical achievements in government modernization into institutional frameworks,integrating institutionalized administrative innovations into the broader socialist democratic political system.This process ensures the stability of national political and administrative structures while maintaining an intrinsic connection and dialectical interplay with the business environment.Administrative system innovation must align with the requirements of business environment development,guided by the philosophy of systemic integration,framed within public governance,and prioritized through deepening reforms in“streamlining administration,delegating powers,and improving regulation and services”,with a focus on achieving“efficient handling of integrated services”,it requires continuously tapping institutional potential and policy resources.By leveraging technological empowerment to enhance institutional resilience,improve governance efficiency,and drive process re-engineering,this innovation aims to establish a collaborative governance ecosystem involving the government,market,and society.
