摘　　要：数字化时代,大数据技术在社会治理领域的应用,对于加快推进中国政府数字化建设进程,推动国家治理体系与治理能力现代化具有深刻意义。但在实际应用中,如何有效利用大数据赋能社会治理仍面临诸多问题。这些问题主要体现在治理质效、安全性、个人隐私、法治保障以及专业人才等方面。目前,学术界的研究多聚焦于大数据技术应用层面,缺乏对这些深层次问题的系统性分析。本文旨在剖析大数据赋能社会治理现代化的内在逻辑,指出其面临的现实问题,探索有效的优化路径。通过对相关文献资料的梳理和案例分析,结合实证研究,本文探讨了如何在特定的社会环境中有效利用大数据应对当前治理面临的挑战。研究发现:大数据赋能社会治理现代化具有明显的内在逻辑,其凭借数据分析和整合实现资源优化配置,提高社会风险预警能力,提升治理的前瞻性和精准性,但同时也伴随着数据质量、安全、隐私以及技术和人才等方面的风险和挑战。为此,本文提出了包括建设高质量数据平台、推动数据开放共享、保障数据质量与安全、加强专业人才培养、完善数据伦理和法律体系等在内的优化策略,以期通过这些举措赋能社会治理现代化建设,为推动社会治理创新、提升国家治理效能提供新的思路和路径。In the digital era,the application of big data technology in the field of social governance holds profound significance for accelerating the digitalization of the Chinese government and promoting the modernization of national governance systems and capabilities.However,the effective utilization of big data to empower social governance faces numerous challenges in practical applications.These challenges are mainly manifested in governance effectiveness,security,personal privacy,legal safeguards,and the availability of professional talents.Currently,academic research predominantly focuses on the application aspects of big data technology,lacking a systematic analysis of these underlying issues.This paper aims to analyze the intrinsic logic of empowering the modernization of social governance through big data,identify the real issues it faces,and explore effective optimization pathways.Through literature review,case studies,and empirical research,this paper discusses how to effectively utilize big data to address the current governance challenges in specific social environments.The research reveals that empowering the modernization of social governance through big data has a clear intrinsic logic,leveraging data analysis and integration to optimize resource allocation,enhance social risk alert capabilities,and improve the foresight and precision of governance.However,it also comes with risks and challenges related to data quality,security,privacy,technology,and talent.Therefore,this paper proposes optimization strategies including the construction of high-quality data platforms,promotion of data openness and sharing,guarantee of data quality and security,enhancement of professional talent training,and improvement of data ethics and legal systems.These measures aim to empower the modernization of social governance,providing new insights and pathways to drive social governance innovation and enhance national governance efficiency.
