摘 要:分析国际上实施效果较好的、有组织的大科学计划的组织模式和实施方式,对中国开展大科学计划的组织与管理具有参考和借鉴价值。欧盟“人脑计划”作为脑科学领域里备受关注的大科学计划,取得较好的研究成果,但目前较少研究对欧盟“人脑计划”的实施特点进行深入探讨。为此,以欧盟“人脑计划”为例,深入剖析其管理结构、资助模式、实施方式和科研产出情况。结果发现,欧盟“人脑计划”在实施过程中建立起以利益相关者委员会、董事会和科学和基础设施委员为首的三权分立管理结构,采取多元化的资助模式,并通过核心项目和合作项目进行实施。此外,欧盟“人脑计划”在实施过程中呈现出资助稳定性、管理适配性、过程开放性、结构均衡性和信息透明性等特点,其顺利实施的基本条件为有组织、有计划、有保障、有监督等。基于此,对中国后续实施大科学计划提出加强领域共用研究基础设施建设与开放共享,提高科研项目的实施效率等建议。Analyzing the organizational models and implementation methods of well-executed and structured large-scale scientific programs worldwide provides valuable insights and references for the organization and management of large-scale scientific programs in China.The EU's Human Brain Project(HBP),as a prominent large-scale scientific program in the field of brain science,has achieved notable research outcomes.However,there are currently few studies that delve deeply into the implementation characteristics of the project.Therefore,taking the EU's Human Brain Project as a case study,this paper delves into its management structure,funding model,implementation methods,and scientific output.It reveals that the EU's Human Brain Project has established a tripartite management structure during its implementation,led by the Stakeholder Board,the Board of Directors,and the Science and Infrastructure Board.It adopts a diversified funding model and is executed through core projects and collaborative projects.Additionally,the implementation of HBP demonstrates the following characteristics:funding stability,management adaptability,process openness,structural balance,and information transparency.The fundamental conditions for its successful implementation include being well-organized,well-planned,well-supported,and well-supervised.Based on these insights,this paper proposes recommendations for China's future implementation of large-scale scientific programs,such as strengthening the construction and open sharing of shared research infrastructure in key fields,as well as improving the efficiency of scientific project implementation.
