摘　　要：构建创新绩效评价指标体系,利用数据包络分析(DEA)模型和熵权法,综合评价2020年国家自主创新示范区创新绩效并横向对比分析时空差异。运用Malmquist指数动态分析2014—2020年兰白国家自主创新示范区创新绩效和其建设主体创新绩效。选取2008—2020年兰白国家自主创新示范区的时间序列数据,以2016年兰白国家自主创新示范区上报申请建设时间为政策讨论的时间节点,构建含有虚拟变量的计量模型,实证检验兰白国家自主创新示范区促进甘肃产业结构优化升级的效应。研究发现:(1)考察期内,国家自主创新示范区创新绩效水平具有显著差异且在空间上呈现集聚特征,创新绩效呈现“东部地区>全国均值>中西部地区”的特点。(2)兰白国家自主创新示范区创新绩效水平整体偏低,处于低效率-低效益水平。建设主体兰州、白银2个国家高新区创新绩效水平存在差异。(3)兰白自创区的申报建设有效促进了甘肃产业结构合理化,但具有时滞性,滞后第2、3期的效果不显著,第4期效果显著。在申报初期对产业结构高级化的影响较大,但缺乏持久性。由此提出缩小建设主体之间的差距、扩大开放合作、提升投入产出效率等举措,促进兰白国家自主创新示范区创新绩效提升和产业结构优化。The innovation performance evaluation index system is constructed,and the data envelopment analysis(DEA)model and entropy weight method are used to comprehensively evaluate the innovation performance of national independent innovation demonstration zones in 2020,with spatial and temporal differences analyzed through horizontal comparison.The Malmquist index is employed to dynamically analyze the innovation performance of Lanbai national independent innovation demonstration zone and its construction subjects during the period of 2014 to 2020.This study selects the time series data of Lanbai national independent innovation demonstration zone from 2008 to 2020,taking the year 2016 when the application for the construction of Lanbai national independent innovation demonstration zone is submitted as the policy intervention point.An econometric model containing dummy variables is constructed to empirically test the effect of Lanbai national independent innovation demonstration zone on promoting industrial structure optimization and upgrading in Gansu.The findings are as follows:(1)During the study period,the innovation performance of national independent innovation demonstration zones shows significant differences and exhibits spatial agglomeration characteristics,with innovation performance following the pattern of"eastern region>national average>central and western regions".(2)The overall innovation performance level of Lanbai national independent innovation demonstration zone remains low,falling under the low-efficiency-low-benefit category.There are differences in innovation performance between Lanzhou and Baiyin National High-Tech Zones.(3)The application and construction of Lanbai national independent innovation demonstration zone effectively promote the rationalization of industrial structure in Gansu Province,but with a time lag.The effect in the second and third periods is not significant,while it becomes significant in the fourth period.In the initial application period,the impact on high-level industrial str
