数字经济视角下跨境电商人民币结算风险防范研究

摘　　要：数字经济的迅猛发展促使跨境电商成为拉动中国对外贸易发展的新引擎。为进一步防范风险,避免汇率波动造成对跨境电商行业的冲击,国家鼓励跨境电商业务采用人民币结算,跨境电商人民币结算配套服务不断完善。但实际业务中,跨境电商人民币结算依然面临信息安全风险、信用风险和人员风险,推进跨境电商人民币结算中存在人民币国际化程度相对较低、跨境清算环境不完善、人民币结算金融基础设施建设不足等实际问题。数字经济背景下促进跨境电商人民币结算业务持续发展,还需从完善结算政策体系、加快CIPS跨境支付服务网络覆盖面、拓展“一带一路”沿线国家市场、加快跨境电商国际支付类人才培养力度等方面继续发力。The rapid development of the digital economy has promoted cross-border e-commerce to become a new engine driving the development of China's foreign trade.In order to further prevent risks and avoid the impact of exchange rate fluctuations on the cross-border e-commerce industry,the state encourages cross-border e-commerce businesses to use RMB settlement.In this context,the supporting services for cross-border e-commerce RMB settlement are constantly improved.However,in actual business,cross-border e-commerce RMB settlement still faces information security risks,credit risks and personnel risks.And there are practical problems in promoting cross-border e-commerce RMB settlement,such as the relatively low degree of RMB internationalization,imperfect cross-border clearing environment,and insufficient construction of RMB settlement financial infrastructure.Against the background of digital economy,in order to promote the sustainable development of cross-border e-commerce RMB settlement business,it is also necessary to improve the settlement policy system,accelerate the coverage of CIPS cross-border payment service network,expand the market of countries along the“Belt and Road”,and accelerate efforts to cultivate talents of cross-border e-commerce international payment.
