摘 要:现有研究普遍认为,国防科技成果管理、运用方面的特殊制度,是制约国防科技成果向市场转移转化的主要制约因素。通过将高校、研究院所等单位国防科技成果转化实践作为典型案例,分析其中国防专利解密、审批等工作流程,研究相关管理制度实施是否显著延长国防专利转移转化周期。研究发现涉及“解密周期”或“审批程序”等方面特殊管理制度,并未直接影响国防专利转化。Existing research generally suggests that special institutional systems governing the management and application of national defense scientific and technological achievements are the primary constraints limiting their transfer and commercialization.This study examines typical cases of the transformation of national defense scientific and technological achievements from institutions such as universities and research institutes,analyzing processes such as the declassification and approval of national defense patents.It investigates whether the implementation of relevant management systems significantly prolongs the transfer and commercialization cycle of these patents.The study finds that special management systems,including those related to“declassification cycles”or“approval procedures,”do not directly affect the transformation of national defense patents.
