新质生产力与两岸融合发展新路:全域融合、创新重组和链式分工

摘　　要：通过对闽台要素流动的博弈分析,构建基于新质生产力的两岸融合发展机制,分析在不同要素组合下的新质生产拉力的不同,以及要素的优化组合,并探索两岸融合发展新路。研究发现:生产要素流动在闽台融合的不同时期,有着不同的流动策略;发展新质生产力可以形成创新拉力,可以更好、更快地加速生产要素在闽台间的融合;优化要素的组合是促进闽台间要素流动的重要因素;两岸融合发展的思路应促进福建全域融合发展,同时进行产业集群创新重组,以产业为依托承接链式整合,在空间上实现资源的优化配置;闽台融合发展新路应以新质生产力为依托,以国家战略为基点,以科学技术革命性突破、生产要素创新性配置,以及产业深度转型升级为依托,打造空间结构重组。研究结果表明,两岸融合与新质生产力的发展相辅相成,但闽台产业合作过程中依然存在产业链配套不完善、人才供应不足等问题,因此,要提高闽台两地产业链配套完善度、加强人才培养、增加资金支持和公共服务建设,推动闽台融合发展。By analyzing the game theory of factor flow between Fujian and Taiwan,a mechanism for cross-strait integration and development based on new quality productivity is established.The difference among drivers of new quality production under different factor combinations and the optimized combination of factors are analyzed,and new paths for cross-strait integration and development are explored.Research finds that the flow of production factors has different flow strategies during different periods of integration between Fujian and Taiwan;developing new quality productive forces can form a new driving force,which can better and faster accelerate the integration of production factors between Fujian and Taiwan;optimizing the combination of factors is an important factor in promoting the flow of factors between Fujian and Taiwan;the idea of cross-strait integration and development should promote the comprehensive integration and development of Fujian,while carrying out innovative restructuring of industrial clusters,relying on industries to undertake chain integration,and achieving optimized allocation of resources in space;the new path of integrated development between Fujian and Taiwan should be based on new quality productive forces,national strategies,revolutionary breakthroughs in science and technology,innovative allocation of production factors,and deep industrial transformation and upgrading,so as to create spatial structural restructuring.The research results indicate that cross-strait integration and the development of new quality productivity complement each other,but there are still problems such as incomplete industrial chain support and insufficient talent supply in the industrial cooperation between Fujian and Taiwan.Therefore,it is necessary to improve the completeness of industrial chain support between Fujian and Taiwan,strengthen talent training,increase financial support and public service construction,and promote the integrated development of Fujian and Taiwan.
