辽宁优化法治化营商环境的实践路径研究

摘　　要：营商环境法治化是国家治理体系和治理能力现代化的重要体现,党的二十大、党的二十届三中全会均强调打造法治化一流营商环境。辽宁在推进优化法治化营商环境的过程中,在优化顶层设计、补齐诚信与法治短板、持续净化政治生态方面取得一定成绩,但仍存在制度优势尚未发挥、契约精神较为欠缺、法治环境积弊较深等问题。通过借鉴新加坡、广东等国内外先进地区经验做法,通过强化优质制度供给、促进社会信用整体提升、营造浓厚的法治氛围等路径能够进一步优化辽宁法治化营商环境。研究辽宁优化法治化营商环境的实践路径,对推动辽宁高质量发展提供理论借鉴。Business environment is an important manifestation of the modernization of the national governance system and governance capacity.The 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee of the Communist Party of China both focus on creating the first-class business environment based on the rule of law.Liaoning has made certain progress in optimizing its business environment,but it is still not perfect.To this end,by drawing on the experience and practices of advanced international and domestic regions such as Singapore and Guangdong,strengthening the high-quality system,promoting the overall improvement of social credit,and creating a strong legal atmosphere,the business environment in Liaoning can be further improved.The practical path of the rule of law business environment can provide theoretical reference for promoting high-quality overall development in Liaoning.
