汉代边疆的农业经营与治边方略:以合浦郡为中心

摘　　要：两汉时期,汉政府的“重农”政策推动了合浦郡农业的长足发展,也实现了对边郡的治理,是边疆经略的重要一环。西汉初期,田器、良种等农业用具成为汉王朝安抚边疆的砝码。随着汉武帝统一岭南,先进耕作技术由内地广泛传入,带动了生产力水平的提升,也为合浦的采珠业与海上丝绸之路贸易提供了物质基础,形成了独特的农耕-海洋型经济结构。作为华夏文明的象征,以农业为基础的农耕文化成为边郡吏政的重点,以移风易俗的形式在多族群社会中建构文化认同,从而达到长久治疆的目的。由此,汉代合浦的农业经营不仅带来了生产方式与产业结构的变革,同时也具备教化的功能,是汉政府治理边疆、维护统治的重要渠道。During the Han dynasty,the central government carried out favorable agricultural policies as a key strategy of borderland governance which promoted the long-term agricultural development in Hepu Prefecture,a mirror of the successful governance of the border prefectures.In the early Western Han,agricultural implements and seeds became the key factor for the Han Imperial Court to pacify the Southern Yue.After Emperor Wu of the Han dynasty unified the Lingnan Region,advanced farming techniques were introduced from the Central Plains and significantly increased productivity in Hepu,which also provided the material basis for the development of the pearl industry and the trade of the Maritime Silk Road in Hepu to formulate a unique economic structure featuring both agriculture and marine economy.The agricultural culture,a symbol of Huaxia civilization,thus became the focus of the administration of the border officials to construct the cultural identity in the process of changing the old customs and habits in a multi-ethnic society,and ultimately realize the long-term governance of the borderland.The agricultural practice in Hepu Prefecture in the Han dynasty not only brought about the changes in economic and productive means and industrial structures,but also had the educational function,which was a key approach to the border governance and control by the Han government.
