村务监督何以促进乡村振兴:后陈经验的实践样本研究——基于“结构-过程-功能”的分析框架

摘　　要：村务监督从“一村之计”跃变为“一国之策”,在实践中呈现出不同的形态和机制,其蕴含的结构与过程、行政与自治的关系及互动成为理解和刻画乡村振兴的重要线索。研究基于“结构—过程—功能”分析框架,对浙江省后陈村历时20年村务监督创新实践的变迁考察发现,村务监督制度的进场,在结构层面,通过重塑基层权力结构、优化监督制度结构和健全监督运行结构,以促进干部治村向制度治村转变;在过程层面,通过转变权力认知观念、重塑政治参与行为和改善干群互动关系,以强化干群分离向干群协作转变。在功能层面,通过自上而下和自下而上的双向监督,发挥对权力运行的保障功能;通过行政权力与基层自治的有效互动,增强国家与社会关系的调节功能;通过融秩序于发展和统筹兼顾基层治理的有效性与合法性,实现迈向乡村振兴的促进功能。The oversight of village affairs has evolved from being a"village matter"to a"national strategy",presenting various forms and mechanisms in practice.The inherent structure,processes,the relationship between administration and self-governance,and their interactions serve as crucial clues for depicting and understanding rural revitalization.Grounded in the"structure-process-function"analytical framework,a study of the 20-year evolution of innovative village oversight practices in Houchen Village,Zhejiang Province,reveals that the entrance of village oversight systems,at the structural level,promotes the transition from cadre-led governance to institutional governance by streamlining grassroots power structures,optimizing oversight procedures,and enhancing oversight operational frameworks.Operationally,there is a shift in power perceptions,improvements in political participation behaviors,and a reshaping of interactions between officials and the community,strengthening the shift from separation to collaboration between officials and the community.Functionally,through orderly oversight of grassroots village affairs,it plays a protective role in power operations;through effective interaction between administrative authority and local autonomy,it enhances the regulatory function of state-society relations;by balancing order with development and considering efficiency and legitimacy,it promotes progress towards rural revitalization.
