摘　　要：我国在培育壮大新型农业经营主体的过程中高度重视发挥扶持政策的引导作用,鼓励新型农业经营主体带动小农户发展。当前新型农业经营主体联农带农取得了积极进展,但在带动农户增收等方面的作用仍需提升。这要求加快改革现有新型农业经营主体扶持政策,明确将联农带农作为政策倾斜的重要依据。一些地区已经开始就新型农业经营主体扶持政策同带动农户增收挂钩进行了实践探索,并形成了以报酬数额、作业规模、股份分红、交易份额等为依据的典型挂钩模式,具有重要的参考价值。为高质量推动新型农业经营主体扶持政策同带动农户增收挂钩,要针对在实施挂钩中出现的政策规定不够具体、激励机制不够合理、所认定的带动效果不够准确等问题,不断完善扶持政策的内容设计并优化带动效果的衡量方式,更好地促进各类新型农业经营主体高质量发展和农民增收致富。China attaches great importance to the guiding role of supportive policies in the process of cultivating and expanding new agricultural operating entity,and encourages agricultural operating entity to drive the development of small farmers.At present,new agricultural operating entities have made positive progress in linking up with farmers,but their role in driving farmers to increase their incomes still needs to be strengthened.This requires accelerating the reform of the existing support policies for new agricultural operating entity,and making it clear that linking with agriculture is an important basis for policy support.Some regions have begun to explore in practice the linkage between the support policies for new agricultural operating entity and driving farmers to increase their incomes,and have formed typical linkage modes based on the amount of remuneration,scale of operation,share dividends,and share of transactions,which is of important reference value.In order to promote the linking support policies for new agricultural operating entity with the promotion of farmers’income,it is necessary to address the problems of supplementing specific policy provisions,reasonable incentive mechanisms,and accurate recognition of the implementation effect that have arisen from the implementation of the linkage support policy,and to continuously improve the design of the content of the support policies and optimise the measurement of the policy effect,so as to better promote the high-quality development of all kinds of new agricultural operating entity and the increase in the incomes of farmers.
