重构嵌入性:激活青年村干部治理效能的有效路径

摘　　要：青年村干部已经成为农村治理工作队伍的重要力量,充分激活青年村干部的治理效能对于实现乡村振兴战略具有重要意义。研究发现,通过提供必要的经济与政策支持,能够有效吸引外出务工的农村青年返乡担任村干部。但由于长期在城市社会中学习、工作、生活,青年村干部在行为取向、社会关系、能力结构等方面均存在脱嵌于村庄社会的问题,导致其治理水平和效能难以得到充分发挥。通过建立激励性薪酬制度、社会化培养、“传帮带”等措施,可以对青年村干部的行为取向、关系结构、知识技能等进行重构,使其重新嵌入农村社会,从而提高他们对农村治理工作的胜任能力。青年村干部对农村社会的回嵌能够为基层治理体系引入现代性要素,推动村级组织治理流程的规范化、治理理念的服务化、治理过程的高效化,进而助推乡村振兴战略的贯彻落实。Young village cadres are a crucial part of the rural governance team.Activating their governance effectiveness is vital for rural revitalization.Research shows that with economic and policy support,migrant rural youth can be effectively drawn back to serve as village cadres.Yet,due to long-term urban living as they study and work there,they are disengaged from village society in behavior,social connections and ability.As a result,it is hard to fully realize their governance capabilities.Measures like incentive remuneration systems,socialized training,and mentoring can reshape them in the aspects of behavior pattern,connections,knowledge and skills,thus to reintegrate them into rural society,and enhance their governance competence.This reintegration injects modern elements into grassroots governance,standardizes village-level governance processes,makes governance concepts more service-oriented,and boosts efficiency in governance process,thus promoting the implementation of rural revitalization.
