国际大变局背景下的上海合作组织可持续发展

摘　　要：当今世界以冲突不断、战乱频发为显著特征,进入了历史性的变革时代。而上海合作组织(以下称“上合组织”或“本组织”)成员国所覆盖的欧亚地区恰恰又是冲突频度和烈度较高的地区,因此也成为全球关注的焦点。上合组织历经两次扩员,目前已经成为除联合国外世界上最大的国际组织。在内外双重因素变化、叠加所产生的巨大推动力的作用下,上合组织无疑进入了一个历史性发展的关键时期。通过组织内的多边合作提高自身应对时代风险的能力,是成员国对上合组织发展的基本诉求。在中国领导人的建议下,2025年是“上海合作组织可持续发展年”。借助于主办上合组织成员国元首理事会第二十五次会议的机会,中方可利用主场优势在充分协商与合作的基础上,积极推动上合组织在观念和制度方面不断创新,为实现本组织长期健康可持续发展注入新动能。未来一个时期,上合组织提升可持续发展动能可立足于三个基本维度:一是强化政治互信,理顺成员国间的合作关系;二是拓展合作领域,开拓多元化的务实协作路径;三是融入全球南方,与世界发展大势实现互动。Given the cumulative effects of huge internal and external changes,the Shanghai Cooperation Organization has undoubtedly entered a critical period of historic development.Improving the ability to deal with the risks of the times through multilateral cooperation is the basic demand of all member states for the development of the organization.At the suggestion of Chinese leaders,2025 becomes the"Year of Sustainable Development of the Shanghai Cooperation Organization".With the opportunity to host the 25th meeting of the council of heads of state of the organization's member states,China can use its home advantage to actively promote conceptual and institutional innovation based on full consultation and cooperation,and inject momentum into the realization of the long-term and healthy development of the organization.In the future,the Shanghai Cooperation Organization can enhance the momentum of sustainable development in three basic dimensions,including strengthening political mutual trust and rationalizing the cooperative relationship between member states,expanding the scope of cooperation and developing diversified and pragmatic cooperation paths,and integrating into the Global South and according with the general trend of world development.
