摘　　要：自突厥语国家组织成立以来,基于共同的文化特性和国家战略需求,组织框架下的文化教育合作持续深化。俄乌冲突爆发后,突厥语国家组织各国间的合作取得了突破性进展。同时,随着一体化进程迅速推进,在处理诸多全球性议题时所表现出的集体特性和相互依赖,也彰显了该组织跻身中亚地区平台第一梯队的潜力。基于政治、经济、文化及安全维度的战略诉求,突厥语国家组织通过机制建设、文化传播和教育合作等路径极大地巩固了文化共性和情感联系,推动了以突厥语文化为核心的统一思想文化空间的构建,从而为政治、经济领域的有效互动和全面一体化奠定了基础。虽然“突厥一体化”受到了政策自身局限性、组织内部矛盾、域外势力强劲牵制等因素的制约,但文化教育合作的长远影响在一定程度上可以弥补政治、经济合作的不足。而土耳其文化强势介入中亚地区,将成为影响地缘政治格局的关键力量。Since the establishment of the Organization of Turkic States,culture and education cooperation within the organization has continued to deepen due to common cultural characteristics and national strategic needs.After the outbreak of the Russia-Ukraine conflict,the cooperation between countries of the Organization of Turkic States has made breakthrough,and the integration process within the organization has been rapidly promoted.The collective characteristics and interdependence shown in dealing with many global issues have demonstrated the potential of this organization to become the first-tier regional platform in Central Asia.The study shows that based on the strategic demands of political,economic,cultural and security fields,the Organization of Turkic States has greatly consolidated cultural commonalities and emotional connections through mechanism building,cultural communication and educational cooperation,and promoted the construction of a unified ideological and cultural space with Turkic culture as the core,laying the foundation for effective interaction and comprehensive integration in the political and economic fields.Although"Turkic integration"is constrained by policy limitations,internal organizational contradictions,weak integration foundation,and strong external interference,the long-term impact of cultural and educational cooperation has made up for the shortcomings of political and economic cooperation to a certain extent,promoting Turkish culture to intervene strongly in Central Asia and become a key force influencing the geopolitical structure.
