摘  要:从应然层面看,第三方评估的独立性、专业性和市场化特征对促进本科教学迈向更高质量具有独特价值。随着公共治理理论发展与政府购买服务实践的推进,第三方评估逐渐成为国际上提升本科教学质量的重要路径。然而,相对封闭的办学环境带来的局限性、高校对第三方评估的信任度和接受度较低、第三方评估机构的独立性和专业性缺乏保障、第三方教育评估市场发育不充分使中国第三方教育评估发展相对缓慢。为此,高校需要以开放的办学姿态迎接第三方评估,第三方评估机构需要提升其专业水平和服务质量,行政部门需要培育独立、公正的第三方评估组织,破除第三方评估的局限性障碍,以建设高质量高等教育体系。From the perspective of necessity,the third-party evaluation offers unique value in promoting undergraduate teaching towards higher quality with its independence,professionalism,and market-oriented characteristics.With the development of public governance theory and the promotion of government service procurement practice,third-party evaluation has gradually become an important path for improving the quality of undergraduate teaching internationally.However,the development of third-party education evaluation in China is relatively slow due to limitations brought by relatively closed educational environment,low trust and acceptance of third-party evaluation by universities,lack of independence and professionalism for third-party evaluation institutions,and insufficient development of the third-party education evaluation market,To this end,universities need to embrace third-party evaluation with an open attitude,third-party evaluation institutions should enhance their professional level and service quality,and administrative departments should cultivate independent and impartial third-party evaluation organizations so as to break down barriers of third-party evaluation and build a high-quality higher education system.
