摘　　要：城市信息模型(CIM)赋能新型智慧城市建设是依托城市信息模型(CIM)平台,结合BIM、GIS、IOT等技术为城市全生命周期的建设和运营提供支撑。本文梳理了我国及上海市城市信息模型(CIM)赋能新型智慧城市建设的发展情况,总结上海市在组织机制、政策措施、标准、技术、应用、投资、宣传交流及人才发展等层面的现状问题,并得出针对上海的相应对策建议。City Information Modeling(CIM)Enabling the construction of new smart cities relies on the city information modeling(CIM)platform and combines BIM,GIS,IOT and other technologies to provide support for the construction and operation of the whole life cycle of the city.This paper reviews the development of the City Information Modeling(CIM)enabling the construction of new smart cities in China and Shanghai,summarizes the current problems in organizational mechanism,policy measures,standards,technology,application,investment,publicity and communication,and talent development in Shanghai,and concludes the corresponding countermeasures and suggestions for Shanghai.
