高铁开通促进了县域经济高质量发展吗?——以江苏省为例

摘　　要：交通基础设施是高质量发展的重要支撑,高铁建设对我国经济高质量发展具有重要意义。基于2006-2022年江苏省40个县市面板数据,借助高铁开通这一准自然实验,利用多期DID模型分析高铁开通对江苏省县域经济高质量发展的影响,并进一步分析其作用机制。研究结果表明,高铁开通可以促进江苏省县域经济高质量发展水平,这一结论在经过一系列稳健性检验后依然成立。区域异质性分析结果表明,高铁开通对苏北地区的经济高质量发展促进效应更显著,对苏中和苏南地区的经济高质量发展影响有限。高铁速度异质性分析结果表明,时速350km的高速铁路未能促进县域经济高质量发展水平,时速200km的快速铁路对县域经济高质量发展促进作用显著。机制分析的结果表明,高铁开通主要通过促进县域居民消费,提升县域劳动力集聚水平两种机制提升县域经济高质量发展水平。Transportation infrastructure plays an essential part in high-quality development,and the construction of high-speed railway is of significance to the high-quality development of China’s economy.Based on the panel data covering 40 counties and cities in Jiangsu Province between 2006 and 2022,using the quasi-natural experiment of high-speed railway opening,the paper applies the multi-period DID model to analyze the impact of high-speed railway opening on the high-quality economic development within county areas in Jiangsu Province and further analyze the mechanism of its action.According to the study,the economy within county areas in Jiangsu Province can develop at a higher standard after high-speed railway is opened,and this finding remains valid even after a series of robustness tests.The results of the regional heterogeneity analysis indicate that the promoting effect of high-speed railway opening on high-quality economic development of the northern region in Jiangsu Province is more significant,whereas the effect on high-quality economic development of the central and southern regions in Jiangsu Province is less significant.The findings of the speed heterogeneity analysis of high-speed railway show that the railway,which travels at 200 kilometers per hour,considerably improves the high-quality economic development within county areas,while the railway,which travels at 350 kilometers per hour,fails to promote the level of high-quality economic development within county areas.The analysis of the mechanism reveals that the opening of high-speed railway mainly enhances the level of high-quality economic development within county areas through two mechanisms,namely,promoting the consumption of residents within county areas and enhancing the level of labour concentration within county areas.
