摘　　要：中国—东盟共建“数字丝绸之路”既是一条顺应数字化革命浪潮,通过信息网络推进生产、分配、交换和消费的经济循环发展之路,又是积极践行人类命运共同体理念的一项生动实践。该倡议自提出以来,取得了一系列成果,推动了中国—东盟数字经济新合作,构建了全球数字治理新范式,提升了民心相通新高度。但同时双方在建设“数字丝绸之路”过程中仍面临数字鸿沟、基础设施水平差距大、跨境数据安全问题以及外部风险等干扰,对此中国应该根据东盟各国实际国情及数字经济发展水平,从深化数字政策沟通、促进基础设施联通、助推数字贸易畅通、加强数字资金融通、推动双方民心相通等方面主动作为,打造互联互通、互利共赢、生态良好的“数字丝绸之路”发展新格局。The joint construction of the“Digital Silk Road”between China and ASEAN is not only a path of economic circular development that conforms to the wave of digital revolution and promotes production,distribution,exchange,and consumption through information networks,but also a vivid practice of actively practicing the concept of a community with a shared future for mankind.Since its proposal,this initiative has achieved a series of results,promoting new cooperation in the digital economy between China and ASEAN,building a new paradigm for global digital governance,and raising the level of people to people connectivity.However,at the same time,both sides still face interference such as digital divide,large gap in infrastructure level,cross-border data security issues,and external risks in the process of building the“Digital Silk Road”.In this regard,China should take the initiative to deepen digital policy communication,promote infrastructure connectivity,facilitate smooth digital trade,strengthen digital capital integration,and promote people to people exchanges between the two sides based on the actual national conditions of ASEAN countries and the level of digital economic development,in order to create a new development pattern of the“Digital Silk Road”that is interconnected,mutually beneficial,and ecologically sound.
