美国在台湾问题上的对华承诺与保证——兼评美国学界的“再保证”论

摘　　要：“保证”既包括具体的承诺内容,也是一个国家遵守特定原则、履行相应义务的“过程”。在中美关系正常化的过程中,美国曾对中方作出过一系列保证,并由中美三个联合公报确定为美国在台湾问题上必须履行的义务,即美国坚持一个中国原则,不支持任何形式的“台独”,逐步终止对台军售,支持中国国家统一。但近年来,美国为遏制和打压中国崛起,虚化掏空所作保证,言行不一,消极履行中美三个联合公报所规定的义务,严重损害中美关系和台海和平稳定。随着中国国家统一进程的不断推进,美国如果想通过作出“再保证”稳定和发展对华关系,必须不折不扣履行好中美三个联合公报所规定的义务,以实际行动反对“台独”和支持中国国家统一。只有这样,中美关系才能行稳致远。“Assurances”refers not only to specific commitments but also to the“process”through which a country adheres to particular principles and fulfills its corresponding obligations.During the normalization of China-U.S.relations,the U.S.government made a series of political assurances to China on the Taiwan question.These assurances are defined by the Three Communiqués as obligations that the U.S.must fulfill regarding the Taiwan question.These include adherence to the One-China principle,non-support for any form of“Taiwan independence”,the gradual termination of arms supply to Taiwan authorities,and support for China's national reunification.However,in recent years,in an effort to contain and suppress China's rise,the U.S.has hollowed out these assurances,engaged in contradictory rhetorics and actions,and failed to fulfill its obligations under the Three Communiqués.This has seriously damaged China-U.S.relations and the peace and stability across the Taiwan Strait.With the continuous advancement of Chinese national reunification process,if the U.S.wishes to stabilize and develop relations with China through“reassurances”,it must oppose“Taiwan independence”,support Chinese national reunification,and fulfill its obligations stipulated in the Three Communiqués.Only then can China-U.S.relations maintain long-term peace.
