摘　　要：数字时代,数字服务贸易日益成为全球贸易增长的新动能,也成为全球价值链转型升级的新赛道。基于OECD提供的最新世界投入产出表构建多区域投入产出模型,从全球价值链视角重新审视1995—2018年间两岸数字服务贸易的分工地位、模式及依赖关系发现:(1)台湾地区数字服务业全球价值链参与度高于中国内地,但较为依赖高端数字服务进口;(2)总体来看,中国内地数字服务业的全球价值链地位已超越台湾地区,但两岸数字服务业与发达经济体相比均处于价值链低端;(3)中国内地信息编程、电信通信、科技咨询等数字服务业的全球价值链地位高于台湾地区,台湾地区金融保险业的全球价值链地位高于中国内地;(4)台湾地区数字服务业对中国内地市场存在高度依赖。面对复杂多变的世界形势,两岸数字服务业应加强交流合作,才能更好地在全球价值链中立足。一味推进对美合作,与中国内地“脱钩断链”,只会使台湾地区错失数字服务贸易发展新机遇。Digital services trade is increasingly becoming a new engine for global trade growth and a fresh pathway for the transformation and upgrading of global value chains.Based on the latest world input-output table provided by the OECD,this paper constructs a multi-regional inputoutput model to analyze the status,patterns,and dependency of digital services trade between the Chinese mainland and the Taiwan region during the period of 1995-2018 from the perspective of global value chains.This study finds that:(1)Taiwan region's participation in the global value chain of digital services is higher than that of Chinese mainland;however,Taiwan region is more dependent on imports of advanced digital services.(2)Overall,the global value chain status of digital services in Chinese mainland has surpassed that of Taiwan region,though both sides remain at the lower end of the value chain compared to developed economies like the Europe and the United States.(3)In the Chinese mainland,industries such as information programming,telecommunication and communication,and science and technology consulting have a higher global value chain status than those in Taiwan region,while Taiwan region holds a stronger position in financial and insurance industry.(4)Taiwan region's digital service industry is highly dependent on the Chinese mainland market.In a complex and volatile global environment,both sides need to strengthen cross-Strait cooperation to gain a better foothold in the global value chain.Pursuing exclusive cooperation with the United States and“decoupling and breaking the chain”with Chinese mainland would only cause Taiwan region to miss out on new opportunities in digital service trade development.
