摘　　要：各国央行利用去中心化的区块链分布式账本技术发行央行数字货币是近年数字经济中的新现象。俄罗斯在央行数字货币方面走在了世界前列。该文介绍了加密货币与数字卢布的技术关系,简要介绍了俄罗斯数字卢布的联邦法律基础,阐述了俄罗斯数字卢布平台运行规则和风险管理办法,概述了数字卢布平台在线测试阶段性成果,展望了数字卢布的应用前景,简要分析了使用数字卢布进行跨境支付的可能性。该文内容对中国央行数字货币的法律基础建设、了解俄罗斯数字卢布平台管理以及中国与俄罗斯金融基础设施建设问题有一定参考价值。The Central Bank of the Russian Federation is the world leader for its digital money management as many central banks are issuing digital currencies adoptiong decentralized blockchain distributed ledger technology. This paper describes technological relations between cryptocurrencies and the digital ruble,the federal legislation basis of Russia's digital currency,operating rules and risk management methods of the platform for it,and the future of digital ruble application. It also analyzes the possibility of cross-border payment with it.
