美国对华战略竞争视阈下的日欧全面战略合作解析

摘　　要：2018年,日本和欧盟《经济伙伴关系协定》与《日本—欧盟及欧盟成员国战略伙伴关系协定》的签署标志着日欧关系发展达到一个全新的战略水平。在此框架下,日欧就可持续互联互通与高质量基础设施建设,绿色领域的气候变化、碳排放,数字领域的数据跨境自由流动,以及安全防务等重点领域进行多方位的深入合作。日欧合作的背后不仅有经济利益与战略利益需求的内在驱动,还有“中国因素”“美国因素”及乌克兰危机等外部因素推动。日欧全面战略合作的深化不仅关涉美国联盟战略布局,而且深刻影响美国对华战略竞争未来走向,增加了南海、台海地区的不稳定性。对华出口与市场的依赖及美国“有条件”的支持,使日欧双方的合作具有局限性。此外,由于日本与欧洲国家人口增长与经济发展遭遇困难、日本国内宪法限制及欧盟内部分歧,日欧安全防务合作也难以进一步深化。The signing of the Japan-EU Economic Partnership Agreement(EPA)and Strategic Partnership Agreement(SPA)in 2018 marked a new strategic level of Japan-EU relations.Within this framework,Japan and the EU will conduct in-depth cooperation in key areas such as sustainable connectivity and high-quality infrastructure,climate change and carbon emissions in the green sector,cross-border data flows in the digital sector,and security and defense collaboration.Japan-EU cooperation is driven not only by economic interests and strategic needs but also by“the China factor”,“the U.S.factor”and the Ukraine crisis.The deepening of comprehensive strategic cooperation between Japan and Europe not only impacts the U.S.alliance strategy but also profoundly affects the future direction of Sino-U.S.strategic competition,adding instability in the South China Sea and the Taiwan Strait.However,Japan and the EU face limitations in their cooperation due to their dependence on exports and access to the Chinese markets and their“conditional”support of the United States.Furthermore,challenges such as population decline and economic stagnation in Japan and European countries,constitutional constraints in Japan,and internal divisions within the EU make it difficult for Japan-EU security and defense cooperation to advance further.
