摘　　要：当前的全球经济治理体系严重割裂,展现出空前复杂性。与美苏争霸时期不同,美国对华战略博弈使得世界重回两个平行体系的“半球治理”模式的可能性较低,全球经济治理的未来更可能是一种“准平行体系”。在此发展趋势下,全球经济治理陷入困境,不仅治理赤字和治理失灵问题严重,治理机制本身的治理改革问题也遭遇前所未有的挑战,这归结为全球经济元治理问题。究其根源,便在于元治理的价值、目标、主体、制度和结果之间缺乏有效协调,导致治理的价值分裂化、目标安全化、权力分立化、制度碎片化和结果模糊化。随着发展中国家普遍性崛起,全球南方正在成为推动全球经济治理体系变革的重要力量。中国作为最大的发展中国家和全球南方当然的成员,是全球南方内外主体的重要协调者、携手全球南方共筑人类命运共同体的推动者和践行者、面向全球南方的多边制度秩序维护者和建设者。中国加强与全球南方团结合作将对全球经济治理变革产生重要的影响,有助于纠正元治理失灵和消弭全球经济治理的体系分裂。The current global economic governance system is severely fragmented,exhibiting unprecedented complexity.The strategic game between China and the United States which is fundamentally different from the period of the U.S.-Soviet rivalry,making the return to a“hemisphere governance”mode with two parallel systems unlikely.The future of global economic governance is more likely to be a“quasi-parallel system.”Under this trend,global economic governance faces severe challenges,including governance deficit,governance failure,and unprecedented difficulties in reforming governance mechanisms—a problem that can be attributed to the issue of global economic meta-governance.The root cause of it lies in the lack of effective coordination among the values,objectives,subjects,institutions,and outcomes of meta-governance,leading to the fragmentation of governance values,the securitization of governance objectives,the separation of governance powers,the fragmentation of governance institutions,and ambiguous governance outcomes.With the rise of the developing countries,the Global South is becoming an important force driving changes in the global economic governance system.As the largest developing country and an ex-officio member of the Global South,China plays a critical role as a coordinator among actors within and beyond the Global South,a promoter and practitioner of building a community with a shared future for mankind together with the Global South,and a defender and builder of the multilateral institutional order serving the Global South.Strengthening China's cooperation with the Global South will have a significant impact on the transformation of global economic governance and will be conducive to correcting meta-governance failures and reducing system fragmentation.
