摘 要:交通运输领域的温室气体排放量约占全球总排放量的1/4。尽管商用车在整体车辆保有量上远低于乘用车,但由于其高能耗和长行驶里程的特点,成为减排工作中不可忽视的重要一环。为应对全球气候变化、减少碳排放并推动碳中和目标的实现,目前全球主要国家及地区均对商用车电动化提出了要求,这些要求主要分为约束性法规和非约束性目标两类。其中,美国通过出台积分类政策来加速商用车电动化进程。本研究对美国商用车TCO研究及其在政策制定中的应用进行了梳理与分析,旨在为中国商用车积分政策的制定提供有益的参考。The greenhouse gas emissions from the transportation sector account for a quarter of the global total emissions.Although the overall ownership of commercial vehicles is much lower than that of passenger cars,commercial vehicles have high average energy consumption and long driving distances,making a significant contribution to carbon emissions reduction in road transportation.To address global climate change,reduce carbon emissions,and promote carbon neutrality,major countries/regions around the world have put forward requirements for the electrification of commercial vehicles,mainly divided into binding regulations and non binding targets.Among them,the United States has promoted the electrification process of commercial vehicles by introducing point based policies.This study summarizes and analyzes the TCO research of commercial vehicles in the United States and its application in policy formulation,aiming to provide reference for the formulation of China's commercial vehicle point based policies.
