数字政府建设对城市就业质量的影响——来自“信息惠民国家试点”政策的证据

摘　　要：已有文献较多关注数字技术驱动劳动者自主就业和市场调节就业的效应,却普遍忽视数字技术与政府服务的融合发展对就业质量的可能影响。为此,文章基于中国城市面板数据,借助2014年“信息惠民国家试点”政策的冲击,采用双重差分模型检验数字政府建设对城市就业质量的影响。研究发现,数字政府建设可以显著提升城市就业质量。机制分析表明,数字政府建设通过促进政府就业信息公开和高质量创业提高就业质量。城市环境的异质性分析揭示,对于廉洁环境、商业信用环境、创新环境和人力资源服务市场化环境更优质的城市而言,数字政府建设的就业质量提升效应更显著。就业质量的异质性分析发现,数字政府建设主要改善了就业状况、劳动报酬及社会保障水平。文章不仅扩展了数字经济发展的就业效应研究边界,而且对于推行数字赋能的就业公共服务模式,健全高质量充分就业促进机制具有重要政策启示。Previous studies have examined the effects of digital technology on employment,yet neglected the potential impact of integrating digital technology with government services on employment quality.To fll this gap,this study uses panel data at prefectural level and treats the 2014"National Pilot Policy of Information Benefiting the People"as an exogenous shock to examine the impact of digital government construction on urban employment quality employing a difference-in-differences model.The results indicate that digital government construction significantly enhances urban employment quality.Mechanism analysis reveals that digital government construction improves employment quality by promoting government-led employment information transparency and fostering high-quality entrepreneurship.The heterogeneity analysis of urban environments shows that the positive effect of digital government construction on employment quality is more pronounced in cities with better-developed clean governance,business credit systems,innovation ecosystems,and market-oriented human resource services.Additionally,digital government construction mainly improves employment conditions,worker compensation,and social security levels.This study expands the research scope of the employment effects of digital economic development,and provides important policy insights for advancing digitally empowered public employment service models and strengthening mechanisms to promote high-quality and full employment.
