摘　　要：强化国家民族凝聚力是现代多民族国家构建过程中的核心议题之一。加拿大是一个有特殊国家构建历史经历的典型的多民族国家。新移民群体的社会融入问题、原住民群体自治与融入的两难问题以及魁北克法裔民族的分离主义问题,是影响加拿大国家民族凝聚力建设的主要问题或困境。为了锻造一个具有强大向心力和凝聚力的国家民族共同体,加拿大联邦政府一方面在整体上推行并不断反思调整“统一的”多元文化主义政策,另一方面则针对三类少数民族(族群)采取差别化对待政策。从“国家对少数族群的包容度”“公民权利平等与政治参与度”“经济社会发展的平衡度”“国家认同与国家归属感”“族际关系”五项指标来看,(与其他欧美国家相比)加拿大构建国家民族凝聚力的政策实践已取得相对积极的成效。当然,其政策效果的有限性也决定了加拿大在国家民族凝聚力建设方面依旧任重而道远。Strengthening national cohesion is one of the core issues in modern nation-state building.Canada is a typical multi-ethnic country with a special history of nation-state construction.The social integration of newcomers,the dilemma of autonomy and integration of Indigenous peoples,and the separatism of French Quebecers constitute the main problems or dilemmas affecting the construction of national cohesion in Canada.In order to forge a national community with strong centripetal force and cohesion,the government of Canada carries out a"unified"multiculturalism policy on the whole and adopts a differentiated treatment policy for three ethnic minorities(groups)in the meanwhile.From the five indicators of"national tolerance of different cultural groups","equal rights and political participation of citizens","balance of economic and social development","national identity and national belonging",and"inter-ethnic relations",Canada's approaches to building national cohesion have achieved relatively positive effects.Of course,the limited policy effects also determine that Canada still has a long way to go in the construction of national cohesion.
