中国饲料粮供给困境与突破路径研究

摘　　要：饲料粮是畜牧业发展的基础,保障饲料粮供给是大食物观下保障肉、蛋、奶等畜产品供给安全的基础和条件。文章对国内饲料粮资源禀赋、现有生产能力和国际市场供给、不确定因素等进行分析发现,中国饲料粮供给既受国内资源禀赋和生产能力约束,又受国际饲料粮供给、贸易条件限制。解决这些困境,一方面需要加强科技创新,支撑国内供给能力提升;另一方面需要基于国际资源拓展进口多元化渠道,提升国际供应链利用能力;还要多措并举,从需求端调节饲料粮需求;此外,也要建立风险监测机制,应对各种不确定性因素,保障中国饲料粮供给安全。Feed grain is the foundation of the livestock industry,and ensuring the supply of feed grain is the basis and condition for ensuring the safety of meat,eggs,milk and other livestock products under the concept of a comprehensive food supply.The analysis of domestic resource endowment,existing production capacity,international market supply and uncertain factors shows that the feed grain supply in China is not only restricted by domestic resource endowment and production capacity,but also restricted by international feed grain supply and trade conditions.To solve these difficulties,we need to strengthen scientific and technological innovation to support the improvement of domestic supply capacity;and on the other hand,we need to expand diversified import channels based on international resources to enhance the utilization capacity of international supply chains;more measures should be taken to adjust the demand for feed grain from the demand side.In addition,it is necessary to establish a risk detection mechanism to deal with various uncertain factors and ensure the safety of feed grain supply in China.
